This is good news indeed! The possible prison sentences are now longer/stronger than in the UK. Let's hope this means fewer dogs being tied up 24/7, so sad to see them living such limited lives.

In a lot of cases the dogs are safer when they are tied up. Admittedly it doesn't look or sound good, though it can stop them getting involved in car accidents, getting shot, poisoned or a general nuisance to others.
It's the sods who abandon & dump animals on the side of road or in the forest areas that rile me !
